After pulling the grill off the ceiling, I pulled the fan unit out of the sheet metal casing (simple wing-nut fasteners) to check for dust or a sticky one-way flap that allows the air to go up into the duct. The flap was easy to push open and there were no major dust obstructions I could see. I then went on the roof and pulled the cap off the top of the vent pipe and could see inside to a 90 degree angle in the ducting. No obstructions there. I went back to the fan itself and found major build up on all the blades of the fan itself. I used a tooth brush and flat head screwdriver to clean the dust off the individual blades on both sides of the fan unit. I couldn't just vacuum it off as it was caked on fairly thick.

I used the vacuum to suck up the dust chunks I scraped off and noticed the fan blades are shaped with a little 90 (or close to it) degree bend.
