The e-mails were being copied to the Action Centre but no sound was being played. As there seems little point in e-mails being copied to the Action Centre, I stopped this by turning off the capturing of Outlook e-mails by the Action Centre and the sound from Outlook itself is now back. You turn this copying off in the System settings under 'Notifications and actions'.
