Right now we dont have the money for a total station so a program that allow for manual entry of coordinates would be more beneficial. I like VS the most of any software I have used in the past.

VS gives you a few more options like photogrametry as well. If you are going to get new software, contact VS, they might also be able to help you find grants for a total station.
I know Walmart has given a lot of money to LE agencies for this kind of software. Here's their link. We use Polaris for our accident reports and (i forget what it is called) another piece of software for drawing the accident scenes. It takes the information that we put in and gives a more professional look to the state accident reports rather than chicken-scratch that takes a forensic document examiner to determine what the report says. It also allows for an extremely detailed sketch of the accident scene. Not only does it allow better copies of the accident report, but it also takes all of the information we input and transfers it to a server so that reports can be pulled for whatever need necessary.
